Harris Chen (陳昱奉) is a highly experienced prosecutor with the Taiwan High Prosecutor’s Office, specializing in cybersecurity and cybercrime. He has a strong background in Constitutional Law, International Law, Privacy Law, Prosecution, and Lecturing. Harris holds an MBA from the Institute of Intellectual Property at National Chengchi University, focusing on IP management.
Harris serves as an advisor to the Judicial Yuan, providing professional opinions to assist in drafting the enforcement rules of the Citizen Judge Act. He is also a project prosecutor on cybersecurity and cybercrime and a seed instructor of the Citizen Judge Trial System. Additionally, he is involved in the Transnational Drug Crime Combat and Analysis Unit.
Throughout his career, Harris has represented Taiwan in various international conferences and meetings, including the National Association of Attorney Generals (NAAG) Summer Meeting in Boston, USA, and the APECTEL 47 Expert’s on Cybercrime in Bali, Indonesia. He has also served as a delegate to the Ministry of Justice and Tokyo Prosecution Office in Japan and participated in regional conferences of the International Association of Prosecutors (IAP) in Dubai, UAE, and The Hague, Netherlands.
Harris’s extensive experience and expertise make him a valuable asset in the fight against cybercrime and in shaping the legal framework for citizen judges in Taiwan.
